Ukraine wants a ceasefire, Putin and Trump want a peace deal. Heres the big difference

Analysis by Ivana Kottasov Pierre Crom/Getty Images

US President has ditched his call for a ceasefire in Ukraine, backing instead Russian President Vladimir Putins push for a permanent peace agreement. That has not stopped some from pushing for a temporary truce first, even though the US president has seemingly decided one is not necessary.

Its not that and its allies dont want peace. But they understand that the kind of deal sought by Russia cant happen unless the most basic principle underpinning the global order that a country cannot get what it wants by force is thrown under the bus.

And Kyivs European allies are not willing to risk that, not least because they could well become the next target of Russias aggression.

Speaking to the Ukrainian President Volodymyr Zelensky and several European leaders in the Oval Office on Monday, Trump adopted some of Moscows talking points, questioning whether a ceasefire was necessary if a broader peace deal could be achieved.

But international law experts and analysts say that any deal that would force Ukraine to give up its land to stop the killing of its people by Russia would be completely illegal under the UN Charter, a key international agreement which most countries signed up to after the horrors of the Second World War.

While often thought of as essentially the same thing, there is a big difference between a peace deal and a ceasefire in the eyes of international law.

During a ceasefire, warring parties agree to stop fighting with each side keeping hold of the territory under its military control. But the understanding is that the pause is temporary usually to provide a window to negotiate, deliver humanitarian help or evacuate civilians.

Kyiv and its European allies suggested that a ceasefire might be a precursor for a meeting between Zelensky and Putin, followed by a trilateral meeting between Trump, Zelensky, and Putin.

Education Department drops English-learner guidance for schools The Washington Post

Education Department quietly removes rules for teaching English learners

The move is an acceleration of President Donald Trumps executive order declaring English the countrys official language.

The Trump administration has quietly rescinded long-standing that directed schools to accommodate students who are learning English, alarming advocates who fear that schools will stop offering assistance if the federal government quits enforcing the laws that require it.

The rescission, confirmed by the Education Department on Tuesday, is one of several moves by the administration to scale back support for approximately 5 million schoolchildren not fluent in English, many of them born in the United States. It is also among the first steps in a broader push by the Trump administration to remove multilingual services from federal agencies across the board, an effort the Justice Department has ramped up in recent weeks.

The moves are an acceleration of President Donald Trumps March 1 order declaring English the countrys official language, and they come as the administration is broadly targeting immigrants through its and other . The Justice Department sent a to all federal agencies last month directing them to follow Trumps executive order, including by rescinding guidance related to rules about English-language learners.

Since March, the Education Department has also laid off nearly all workers in its Office of English Language Acquisition and has asked Congress to terminate funding for the federal program that helps pay for educating English-language learners. Last week, education advocates noticed that the guidance document related to English learning had a new indicating it was rescinded and remains online for historical purposes only.

Letters from an American August 19, 2025 by Heather Cox Richardson

August 19, 2025, Yesterday, the 51 Democratic Texas state representatives who left the state for Illinois, New York, and Massachusetts on August 3 to prevent Republican lawmakers from redistricting Texas to give five Democratic congressional seats to Republicans went back home. Immediately, they discovered that Republican House speaker Dustin Burrows wanted them to sign a statement that committed them to showing up for the Wednesday morning vote on the rigged maps President Donald Trump demands, limiting their liberty until they enabled the Republicans power grab. Burrows also assigned state troopers to the Democrats to monitor their movements around the clock to make sure they were present Wednesday morning and until the final vote on the measure.

Refusal to sign the commitment meant risking arrest.

Representative Nicole Collier, a Black woman who represents a majority-minority district in Fort Worth, refused to sign. As Joe Sommerlad of The Independent reported, Collier said: I refuse to sign. I will not agree to be in custody. Im not a criminal. I am exercising my right to resist and oppose the decisions of our government. So this is my form of protest. She said: My constituents sent me to Austin to protect their voices and rights. I refuse to sign away my dignity as a duly elected representative just so Republicans can control my movements and monitor me with police escorts. Noting that officers policing Democratic lawmakers were not on the beat, she suggested that loss made the public less safe.

Told she could not leave the Capitol building without being arrested, Collier spent the night inside the House chamber. When demonstrators showed up to support her, state troopers arrested them.

Texas state senator Roland Gutierrez posted a video of people outside the chamber chanting Let Her Go! to social media with the heading: This is full-on authoritarianism. In the video, he said: This is the kind of bullsh*t thats happening right now in the Texas legislature. Dustin Burrows has locked up Nicole Collier because she wont sign some bullsh*t permission slip to be followed around by a DPS escortthats a cop following around for the next three weeks to make sure that she comes in and votes for this bullsh*t Donald Trump redistricting bill.

Whats going on in Texas is absolutely 100% wrong and locking up members of the legislature because they wont sign your bullsh*t document: its just wrong. Its wrong. We need more people up here fighting. We need more people up here fighting alongside state representative Nicole Collier whos doing this protest because she must. And we all must. We must fight against Donald Trump and all of this madness thats happening in this country and fight against his constant grab for power in the United States.

Today, Collier filed an application for a writ of habeas corpus to force the Texas House of Representatives Sergeant-at-Arms to end her illegal confinement immediately.

Under pressure from a deeply unpopular president to rig the 2026 elections to keep MAGA Republicans in power, the Texas governor has called the Texas legislature into session to rewrite congressional district maps to create five new Republican-dominated districts. When Democrats tried to stop this power grab, Republican legislative leadership responded by assigning state troopers to make sure they showed up to let that power grab go through. When one refused to enter police custody to perform her job as an elected legislator, the Republican leadership took away her liberty.

On the road to authoritarianism, this is a whole factory of red flags.

How Do We Know Youre Not a Communist The Red Scare that Ripped America Apart

August 19, 2025, Posted by:

Clay Risen spent six years working on Red Scare: Blacklists, McCarthyism and the Making of Modern America, a narrative history of the anti-communist panic that consumed the country in the decade after World War II. Americans, fearing the communist Soviet Union and communism advancing across Asia, grew paranoid. While the threat of Soviet espionage was very real Soviet spies had infiltrated the Manhattan Project, to build the atomic bomb, for example but what Joseph McCarthy, a U.S. senator from Wisconsin, did in the 1950s was turn mostly old issues into an ongoing hysteria. Thousands of innocent people lost their jobs, books were banned and charges of communist leanings were taken to extremes. Risen will discuss the book at the on Sept. 6.

This conversation has been edited for space and clarity.

Timeless: Part of the impetus for this book actually came from your childhood, when your grandfather, who had worked for the FBI during the Red Scare years, told stories about that work.

Clay Risen: Sure, when I was a kid hed tell this one story in particular, about a time he was working in Chicago. He got a call from a guy who said, Hey, you should check out Mr. Gruber, hes a Nazi. So hed go check out Mr. Gruber. And Gruber would say, A Nazi Thats ridiculous. I came here as a kid and my son is in the Army, and I have a flag in my store. What you should do is check out Mr. Rosenstein, hes a communist. So, my granddad would go see Rosenstein, who would say, Thats ridiculous. Im a registered Republican. Then he interviewed the neighbors, whod say, Oh, Gruber and Rosenstein, those guys hate each other. Theyve been at it for years. Theyre just trying to get the other one. Its a funny story, but what stuck with me was, even before I could articulate it in these terms, was that these guys were using the police power of the state my grandfather to go after each other. It was funny at first, but its also really scary when you think about it.

Timeless: Everyone remembers Joseph McCarthy, the Wisconsin senator who rose to fame, or infamy, as the most visible red baiter of the era. Who do we not remember who also played a critical role

The person who really kicked everything off was J. Parnell Thomas, a U.S. representative from New Jersey. In 1947, he was the chairman of the and began to go after any and all suspicions of communist connections. His biggest target was Hollywood. This is where the famous Hollywood 10 witnesses came and testified, they were all resistant to the committee and they all went to jail. Even then, it was clear that Thomas was grasping at straws, that he was self-promoting, and so he had picked the biggest target: Hollywood.

Also, when youre looking at the life story of Richard Nixon, you look at the way that he carried himself and the way that he used HUAC to improve his standing It was pretty masterful. And I dont think he was completely wrong. He was the driving force in going after Alger Hiss, and he was right about him. Hiss was a high-ranking State Department official who was charged in 1950 with spying for the Soviet Union during the 1930s. He was convicted of perjury and went to prison but maintained his innocence. So Nixon is another figure who really helped elevate the Red Scare. Without him, I dont think the Red Scare, or the campaign of adamant anti-communism in Congress, wouldve had the widespread purchase and legitimacy that it did had Nixon not been there to give it a little polish.

Author Clay Risen. Photo: Kate Milford.

A lot of the communist accusations in the Red Scare of the 1950s really had to do with political groups and actions during the New Deal era of the 1930s, not so much post-World War II espionage, when the Soviet Union was our clear Cold War enemy.

By the 1950s, New Deal progressivism had really lost a lot of its steam. Thats when the backlash set in. In the Red Scare, it was almost like they were pursuing ghosts. The big cases at the time things like the Alger Hiss case revolved around things that he was said to have done in the 1930s. No one accused him of being a current spy. Alistair Cooke, the British journalist, wrote a book about the era, A Generation on Trial: USA v. Alger Hiss, That that really captured what was going on. So, much of the Red Scare was this kind of delayed reaction from a fight that had had relevance in the 1930s, but almost seemed beside the point in the late 1940s and early 1950s.

A lot of the headlines were about targets in Hollywood, at first screenwriters and then big names on screen.

Yes. And just to underline, these accusations were baseless or based on some set of criteria that really had no place in a democratic society. Things like, You signed a petition that was circulated by an alleged communist front in 1935. Or, You appeared onstage with Paul Robeson, and we all know Paul Robeson the actor, singer and activist is a left-wing radical.

So, there were these self-appointed investigators and lawyers who would go after people who had been smeared or targeted in some way and say, Come to us with your issue, Hollywood stars, and tell us why you were wrong. Write it all out and if we believe you, we will lobby your case to the executives of Hollywood. But if we dont believe you, were going to tell the executives of Hollywood that you are to be banned forever.

And they were powerful enough to get scores of letters from names like John Houseman, John Ford and Vincent Price. Lena Horne had a file that was particularly extensive and really kind of mind blowing, but these groups went back and forth between themselves, like, Is Lena Horne sufficiently sorry for what she did It was very much a star chamber.

Was there ever a point at which people said, OK all thats over and, wow, that was a terrible thing

No, there was never a reckoning. There was never really a moment where the country said, We need to atone for this. Or even that everyone recognized that something bad happened. Part of the Red Scare that is different maybe from things like Jim Crow or other periods of injustice in American history is that even to this day, there are a lot of people who think, Yeah, that was OK, or We got a little carried away, but it was justified. Or they say, Well, what we did was fine. What McCarthy did was bad. Theres a lot of that. Harry Truman was, I think maybe an exception. He created an executive order in 1947 that was the first real program for loyalty tests in the federal government. It very quickly got out of hand. Later, he wrote in his memoirs that he essentially said, I made a huge mistake.

What was your ultimate takeaway Is it just a sad chapter in American history or something more ominous

I think its something much more ominous. I think that, look, this is a country founded on the belief that we all have inalienable liberties and that we are all sovereign individuals who delegate certain powers to the government. And so fundamentally, we should hold that as the highest priority. And yet the Red Scare is one example among many, unfortunately, where we very willingly threw that all aside. And its not that there wasnt any justification. The Cold War was real and Soviet espionage was real, but they were used as an excuse to trample on the civil liberties of tens of thousands of Americans. I mean, broadly speaking, millions of people lives were intruded upon by investigators. I dont think that we really learned our lesson from that.

I think that what the Red Scare indicates is that these things are a recurrent aspect of American political life. The fundamental mechanisms come back time and again, and in a country that depends so much on freedom of speech and the freedom of association and just the freedom to live your life the way you want we give that all up so easily. We need to remember that.

Conduct Unbecoming

, Aug 19, 2025

This is a real post from the U.S. Department of Justice account on Twitter.

Its an apparent response to the sandwich throwing incident, which, while technically an assault, is an insufficient provocation for the Justice Department to threaten to come after any protester who touches an agent.

One of DOJs most important touchstones at DOJ is exercising judgment and acting with restrainttaking time to assess situations and drawing on the collective expertise of generations of skilled lawyers to find the right solution to difficult problems. Above all, the focus is on justice and fairness, and ensuring that peoples rights are protected. That Justice Department appears to be dead, or at least in a coma.

The Justice Department is the only cabinet-level agency whose name is a moral virtue. I say that a lot because I think about it a lot. Getting it right isnt just a job, its essential to protecting our democracy and fulfilling the oath we all take to uphold the law. Its a serious matter, that oath, or at least it was when we took it.

As attorney general, Pam Bondi knows that the use of force by law enforcement is governed by the Fourth Amendments prohibition against unreasonable seizures, which includes a ban on excessive force. Federal agents can use force to detain someone, but local police officers are limited to force that is objectively reasonable under the circumstances and proportionate to the situation. This requires weighing the severity of the crime, the threat the individual poses, and whether they are actively resisting. So, no, DOJ has no business threatening people for exercising their First Amendment rights. The use of excessive force is a violation of the law and can have serious consequences.

The Fourth Amendment  to ICE agents engaged in immigration enforcement, and forbid agents from making threats or physically abusing people to force them to make a statement or waive their legal rights.
